Whilst frameworks such as ITU's Global Cybersecurity index and the Cybersecurity Capacity Maturity Model for Nations (CMM) by the Global Cyber Security Capacity Centre (GCSCC) have become essential in cybersecurity development measurements, benchmarking and improvements, the question of how countries approach and operationalise cybersecurity development remains largely unexplored, especially in the context of sustainable development. The challenge for most African countries is how to commit and prioritise cybersecurity development like any other developmental issue, with perennial challenges of limited budget and resources.
This book broadly presents cybersecurity development from the African context, presenting the issues and the imperatives around these three interrelated elements.
This book presents ten categorical imperatives, presented as the Ten Commandments to guide national level cybersecurity development endeavours. Each commandment has sub-themes, with specific examples and good practices drawn from different countries to guide national efforts not only in establishing the foundational pillars but also, operationalising cybersecurity measures in a manner that will deliver measurable results and effect, to impact on cyber health and wellness of each country in a sustainable manner.
